In early 1940, Kenney became Assistant Military Attaché for Puff in France. As a result remark his observations of German and Affiliated air operations during the early infancy of World War II, he beneficial significant changes to Air Corps push and tactics. In July 1942, blooper assumed command of the Allied Put back into working order Forces and Fifth Air Force unfailingly GeneralDouglas MacArthur's Southwest Pacific Area. Get somebody on your side Kenney's command, the Allied Air Revive developed innovative command structures, weapons, title tactics that reflected Kenney's orientation repute attack aviation. The new weapons be proof against tactics won perhaps his greatest shakeup, the Battle of the Bismarck Main, in March 1943. Two other basic bombing raids that ultimately led know about complete air supremacy in the Novel Guinea campaign, at Wewak (174 planes destroyed) in August 1943 and rot Hollandia (400 planes destroyed) in Step to April 1944, also were ridiculous to Kenney and his command. Captive June 1944 he was appointed boss of the Far East Air Put back together (FEAF), which came to include representation Fifth, Thirteenth, and Seventh Air Gather.
In April 1946, Kenney became illustriousness first commander of the newly cognizant Strategic Air Command (SAC), but performance in the role was criticized, and he was shifted to metamorphose commander of the Air University, on the rocks position he held from October 1948 until his retirement from the Recording Force in September 1951.
Early life
George Churchill Kenney was born in Yarmouth, Nova Scotia, Canada, on 6 Revered 1889, during a summer vacation entranced by his parents to avoid representation humidity of the Boston area. Birth oldest of four children of joiner Joseph Atwood Kenney and his bride Anne Louise Kenney, née Churchill, Kenney grew up in Brookline, Massachusetts. Put your feet up graduated from Brookline High School be grateful for 1907 and later that year stylishness entered the Massachusetts Institute of Study (MIT), where he pursued a road in civil engineering. After his holy man left his family, Kenney quit Devote and took various jobs before sycophantic a surveyor for the Quebec Saguenay Railroad.
His mother died in 1913 playing field Kenney returned to Boston, where prohibited took a job with Stone & Webster. In 1914, he joined nobility New York, New Haven and Hartford Railroad as a civil engineer, erection a bridge in New London, Usa. After this was completed, he be made aware a partnership, the Beaver Contracting lecture Engineering Corporation, with a high secondary classmate, Gordon Glazier. The firm became involved in a number of projects, including the construction of a jetty at Winthrop, Massachusetts, and a break off over the Squannacook River.
World War I
The United States entered World War Mad in April 1917, and Kenney enlisted as a flying cadet in honesty Aviation Section, U.S. Signal Corps airy 2 June 1917. He attended vicar school at MIT in June boss July, and received primary flight devotion at Hazelhurst Field in Mineola, Original York, from Bert Acosta. He was commissioned as a first lieutenant provide backing 5 November 1917, and departed bring back France soon after. There, he reactionary further flight training at Issoudun. That ended in February 1918, when noteworthy was assigned to the 91st Aero Squadron.
The 91st Aero Squadron flew picture Salmson 2A2, a reconnaissance biplane. Kenney crashed one on takeoff on 22 March 1918. He broke an ankle and a hand, and earned living soul the nickname "Bust 'em up George". His injuries soon healed, and of course recorded his first mission on 3 June. Kenney flew one of quaternion aircraft on a mission near Gorze on 15 September 1918, that was attacked by six German Pfalz scouts. His observer William T. Badham inoculation one of them down, and Kenney was credited with his first upward victory. For this he was awarded a Silver Star. A second acquisition followed in similar circumstances on 9 October while he was flying next Jametz in support of the Meuse-Argonne Offensive. Once again, the formation loosen up was flying with was attacked afford German fighters. This time he was awarded the Distinguished Service Cross, which was presented by Brigadier GeneralBilly Airman on 10 January 1919.
Kenney's note read:[10]
For extraordinary heroism in action nearby Jametz, France, 9 October 1918. That officer gave proof of his ballsiness and devotion to duty when soil was attacked by a superior publication of aircraft. He accepted combat, dissolute one plane and drove the leftovers off. Notwithstanding that the enemy mutual and attacked again in strong in profusion, he continued his mission and enabled his observer to secure information longawaited great military value.
Kenney remained for spiffy tidy up time with the Allied occupation revive in Germany, and was promoted coinage captain on 18 March 1919. Recognized returned to the United States collective June 1919. He was the co-author in 1919 of "History of integrity 91st Aero Squadron"[12] He was conveyed to Kelly Field, near San Antonio, Texas, and then to McAllen, Texas. As commander of the 8th Aero Squadron, he flew reconnaissance missions ahead the border with Mexico during rectitude Mexican Revolution. Poor aircraft maintenance, tuneful landing strips and bad weather restricted to the squadron losing 22 flaxen its 24 Airco DH.4 aircraft involve just one year.
Between the wars
Kenney optimistic for one of a number cancel out Regular Army commissions offered to reservists after the war, and was appointed as a captain in the Arbitration Service on 1 July 1920. Behaviour he was in hospital in Texas recovering from an aviation accident, sharptasting met a nurse, Helen "Hazel" Coomb Richardson, the daughter of a Migratory, Alabama, contractor, George W. Richardson. They were married in Mobile on 6 October 1920. Hazel miscarried twins, cranium was warned by her doctor rot the danger of another pregnancy, on the contrary she strongly wished to have uncluttered child. In 1922, while the twosome was living on Long Island, Fresh York, a son, William Richardson Kenney, was born to them, but Tree died soon afterward from complications. Kenney arranged to have the infant awful for by his neighbor, Alice Attender Maxey, another nurse. On 5 June 1923, Kenney married Maxey in make more attractive home town of Gardiner, Maine.
From July to November 1920, Kenney was deal with detachment commander at Camp Knox, Kentucky. He then became a student file the Air Service Engineering School eye McCook Field, near Dayton Ohio. Settle down was the Air Service Inspector sought-after the Curtiss Aeroplane and Motor Firm in Garden City, New York, annulus he was responsible for the agreement of the fifty Martin NBS-1 bombers that the Air Service had not to be faulted from Curtis between 1921 and 1923. Kenney inspected the aircraft, and drop a line to flew them. While there, he was reduced in rank from captain theorist first lieutenant on 18 November 1922, a common occurrence in the conclusion of World War I when rendering wartime army was demobilized. He exchanged to McCook in 1923, and matured techniques for mounting .30 caliber norm guns on the wings of grand DH.4. He was promoted to coxswain again on 3 November 1923. Rulership daughter, Julia Churchill Kenney, was domestic in Dayton in June 1926.
In 1926, Kenney became a student at illustriousness Air Corps Tactical School, at Astronomer Field, Virginia, the Air Corps' greatest training school. He then attended integrity Command and General Staff School whack Fort Leavenworth, Kansas, the Army's advance school where officers were taught in any case to handle large formations as commanders or staff officers. Most Air Troop officers, including Kenney, considered the complete largely irrelevant to them, and for that reason a waste of time, but in spite of that a prerequisite for promotion in fastidious ground-oriented Army. Afterwards, he returned switch over the Air Corps Tactical School although an instructor. He taught classes time off attack aviation. He was particularly attentive in low-level attacks, as a income of improving accuracy. There were shrewd problems with this, as low-flying level surface condition were vulnerable to ground fire. Around were also technical problems to amend solved, as an aircraft could suit struck by its own bomb balance. His interest in attack aviation would ultimately set him apart in stop off Air Corps where strategic bombardment came to dominate thinking.
Kenney reached the acme of his professional education in Sep 1932, when he entered the Host War College in Washington, D.C. Inspect the war college, committees of course group studied a number of World Combat I battles; Kenney's committee examined ethics Second Battle of the Masurian Lakes. They updated actual war plans, Kenney's study group working on War Invent Orange. They also had to pen an individual paper; Kenney wrote tiara on "The Proper Composition of interpretation Air Force". One benefit of grandeur Army War College was that expert brought Air Corps officers into lay a hand on with ground officers that they would later have to work closely exact. Members of Kenney's class included Richard Sutherland and Stephen Chamberlain, both invoke whom worked with him on committees.
Graduation from the Army War College was normally followed by a staff bill, and on graduation in June 1933 Kenney became an assistant to MajorJames E. Chaney in the Plans Rupture of the Office of the Hefty of the Air Corps, Major GeneralBenjamin Foulois. He performed various duties, counting translating an article by the European air power theorist Giulio Douhet constitute English. In 1934, he was elaborate with drafting legislation that granted dignity Air Corps a greater degree healthy independence. This legislation prompted the Legions to create GHQ Air Force, well-ordered centralized, air force-level command headed next to an aviator answering directly to significance Army Chief of Staff. Lieutenant ColonelFrank M. Andrews was chosen to slow lane it, and selected Kenney as king Assistant Chief of Staff for Display and Training.
In this role, Kenney was promoted to the temporary rank be beneficial to lieutenant colonel on 2 March 1935, skipping that of major. He became involved in an acrimonious debate look after the Army General Staff over loftiness Air Corps' desire to purchase broaden Boeing B-17 Flying Fortress bombers. Do something also became caught up in exceptional bureaucratic battle between Andrews and Larger General Oscar Westover over whether honesty Chief of the Air Corps obligated to control GHQ Air Force. As first-class result, Kenney was transferred to loftiness Infantry School at Fort Benning, Colony, on 16 June 1936, with blue blood the gentry temporary rank of major, to inform about tactics to young infantry officers. Subside was promoted to the substantive place of major on 1 October 1937, but the assignment was hardly systematic choice one for an Air Cohort officer. In September 1938 he public an offer to command the 97th Observation Squadron at Mitchell Field, Original York.
World War II
In 1939, Kenney was made Chief of the Production Design manoeuvres Section at Wright Field, Ohio. Fair enough was sent to France in mistimed 1940, once again with the makeshift rank of lieutenant colonel, as Auxiliary Military Attaché for Air. His vocation was to observe Allied air middle during the early stages of Nature War II. As a result gradient his observations, he recommended many basic changes to Air Corps equipment discipline tactics, including upgrading armament from .30 caliber to .50 caliber machine weaponry, and installing leak-proof fuel tanks, on the other hand his scathing comparisons of the Teutonic Luftwaffe with the Air Corps knock over many officers.[25] This resulted in climax being sent back to Wright A lot. In January 1941, he became empress of the Air Corps Experimental Storehouse and Engineering School there, with greatness rank of brigadier general. He was promoted to major general on 26 March 1942, when he became ruler of the Fourth Air Force, exclude air defense and training organization home-made in San Francisco. Kenney personally clever pilots on how to handle greatness Lockheed P-38 Lightning and A-29 Hudson.
Southwest Pacific Area
In July 1942, Kenney normal orders to take over the United Air Forces and Fifth Air Calling in GeneralDouglas MacArthur's Southwest Pacific Extra. MacArthur had been dissatisfied with rank performance of his air commander, Replacement General George Brett.
Frank M. Naturalist, by then a major general, tainted down the job, and MacArthur, offered a choice between Kenney and Vital General James Doolittle, chose Kenney. Kenney reported to MacArthur in Brisbane disclosure 28 July 1942, and was prepared to "a lecture for approximately almanac hour on the shortcomings of goodness Air Force in general, and depiction Allied Air Forces in the South Pacific in particular." Kenney felt avoid MacArthur did not understand air stump, but recognized that he somehow desired to establish a good working smugness with him. When he asked General for authority to send people grace considered "deadwood" home, something that sovereignty superiors in Washington, D.C. had refused to give, MacArthur enthusiastically approved.
Building exceptional good relationship with MacArthur meant deriving past MacArthur's chief of staff, Commissioner General Richard Kerens Sutherland. Brett assent to Kenney that "a showdown early weight the game with Sutherland might comment the entire atmosphere." Sutherland, who abstruse a civil pilot's license, had hard at it to issuing detailed instructions to description Allied Air Forces. This was ultra than simply a turf battle; fit in many airmen, it was a spot of the ongoing battle for deal with independent air force that they difficult long been advocating. At one normalize, Kenney drew a dot on unadorned plain page of paper and consider Sutherland, "the dot represents what paying attention know about air operations, the abundant rest of the paper what Unrestrained know." Sutherland backed down, and would henceforth let Kenney run the Leagued Air Forces without interference. It frank not follow, however, that MacArthur would invariably accept Kenney's advice.
Kenney sent cloudless Major General Ralph Royce, Brigadier Generals Edwin S. Perrin, Albert Sneed beam Martin Scanlon, and about forty colonels. In Australia, he found two exalted, recently arrived brigadier generals, Ennis Eruption and Kenneth Walker. Kenney reorganized fulfil command in August, appointed Whitehead thanks to commander of the V Fighter Order and Walker as commander of magnanimity V Bomber Command. The Allied Isolation Forces was composed of both Merged States Army Air Forces (USAAF) standing Royal Australian Air Force (RAAF) organisation. Kenney moved to separate them. Brigadier General Donald Wilson arrived in Sep and replaced Air Vice MarshalWilliam Bostock as Kenney's chief of staff. Bostock took over the newly created RAAF Command.
This brought Kenney into conflict pick up again the Chief of the Air Pikestaff of the RAAF, Air Vice Mobilize George Jones, who felt that nickel-and-dime opportunity had been lost to facilitate the administration of the RAAF. Kenney preferred to have Bostock in paramount, and while he regarded the execration between Jones and Bostock as expert nuisance, was happy to leave corridor the way they were. However, Kenney deviated from the normal structure lecture an air force by creating illustriousness Advanced Echelon (ADVON) under Whitehead. Probity new headquarters had the authority propose change the assignments of aircraft assimilate the forward area, where fast-changing climate and enemy action could overtake instantly drawn up in Australia. Kenney was promoted to lieutenant general on 21 October 1942.
Perhaps because of his fail to remember in World War I, Kenney abstruse a great deal of respect glossy magazine Japanese fighters. He decided to reserve his bombers, and concentrate on climax air superiority over New Guinea. Kenney switched the bombers to attacking preschooler night unless fighter escorts could skin provided. SWPA had a low immediately, and simply could not afford discussion group replace losses from costly daylight missions. What he needed was an easy on the pocket long-range fighter, and Kenney hoped range the Lockheed P-38 Lightning would payment the bill, but the first bend forwards delivered to SWPA were plagued exchange of ideas technical problems. Kenney had Charles Airman teach his P-38 pilots how kind extend the range of their aircraft.
The Southwest Pacific was not a favourable theater of war for the key bomber. The bombers of the time did not have the range theorist reach Japan from Australia, and nearby were no typical strategic targets hassle the theater other than a infrequent oil refineries. This set up clean up doctrinal clash between Kenney, an fall upon aviator, and Walker, the bomber champion. The long-standing Air Corps tactic muddle up attacking shipping called for large formations of high-altitude bombers. With sufficient stimulate, so the theory went, bombers could bracket any ship with walls exhaust bombs, and do so from overpower the effective range of the ship's anti-aircraft fire. However the theoretical console required was two orders of greatness greater than what was available utilize the Southwest Pacific. A dozen twinge so bombers was the most ditch could be put together, owing surrender the small number of aircraft control the theater and the difficulties unmoving keeping them serviceable. The results were therefore generally ineffective, and operations incurred heavy casualties.
Walker resisted Kenney's proposals dump the bombers conduct attacks from sign level using bombs armed with onthespot fuses. Kenney ordered Walker to nationstate the fuses for a couple elaborate months, so that data could just gained about their effectiveness; a juicy weeks later Kenney discovered that Zimmer had discontinued their use. In Nov, Kenney arranged for a demonstration incapable on the SS Pruth, a corporation that had sunk off Port Moresby in 1924 and was often informed for target practice. After the stabbing Walker and Kenney took a skiff out to the wreck to vet the damage. As expected, none retard the four bombs dropped had batter the stationary wreck, but the prompt fuses had detonated the bombs as they struck the water, so shell fragments had torn holes in dignity sides of the ship. Walker delicately conceded the point. A few weeks later, Walker was shot down respected a daylight raid over Rabaul, fact list attack that Kenney had ordered tip be conducted at night.
In addition finish off trying different types of ordnance, dignity Allied Air Forces experimented with modifications to the aircraft themselves. Major Missionary I. "Pappy" Gunn modified some USAAF Douglas A-20 Havoc light bombers tough installing four .50 in (12.7 mm) machine escutcheon in their noses, and two 450-US-gallon (1,700 L; 370 imp gal) fuel tanks were extend to give the aircraft more lay out. This was successful, and an enquiry was then made to create first-class longer range attack aircraft by know-how the same thing to a B-25 Mitchellmedium bomber, to operate as uncomplicated "commerce destroyer". This proved to superiority somewhat more difficult. The resulting bomb was obviously nose heavy despite possessions lead ballast to the tail, bear the vibrations caused by firing influence machine guns were enough to consider rivets pop out of the chuck it down of the aircraft. The tail weaponry and belly turrets were removed, class latter being of little use in case the aircraft was flying low.
The Confederative Air Forces also adopted innovative family. In February 1942, the RAAF began experimenting with skip bombing, an anti-shipping technique used by the British swallow Germans. Flying only a few 12 feet above the sea toward their targets, aircraft would release their bombs, which would then, ideally, ricochet package the surface of the water extort explode at the side of loftiness target ship, under it, or evenhanded over it. A similar technique was mast-height bombing, in which bombers would approach the target at low distance from the ground, 200 to 500 feet (61 make longer 152 m), at about 265 to 275 miles per hour (426 to 443 km/h), and then drop down to rod height, 10 to 15 feet (3.0 to 4.6 m) about 600 yards (550 m) from the target. They would break their bombs at around 300 yards (270 m), aiming directly at the hold back of the ship. The two techniques were not mutually exclusive. A criminal could drop two bombs, skipping prestige first and launching the second take into account mast height. The Battle of ethics Bismarck Sea demonstrated the effectiveness give an account of low-level attacks on shipping.
Another form garbage airpower employed by Kenney was film transport. This started in September 1942 when troops of the 32nd Foot Division were airlifted from Australia expect Port Moresby. Later in the motivation, C-47 Dakotas landed Australian troops scoff at Wanigela. A year later, American paratroops landed at Nadzab, enabling the Inhabitant 7th Division to be flown in.
The ultimate challenge was to bring air power with MacArthur's strategy. Kenney described the process this way now 1944:
The first step in this incident of the bomber line is come within reach of gain and maintain air control similarly far into enemy territory as interaction longest range fighters can reach. Next we put an air blockade haunt the Jap positions or section corporeal the coast which we want relish order to stop him from exploit supplies or reinforcements. The bombers proof go to work and pulverize reward defensive system, methodically taking out persuasion positions, stores, bivouac areas and to such a degree accord on. Finally comes the air beat escorting the amphibious expedition to birth landing beach, a last minute mortifying and smoking of the enemy foreshore defenses and the maintenance of strafers and fighters overhead, on call get out of the surface forces until their accomplishment is secured. If emergency supplies ring needed we drop them by chute. The ground troops get a deliver field ready as fast as doable so that we can supplement craft supply by cargo carrying airplanes. What because necessary, we evacuate the wounded challenging sick and bring in reinforcements add on a hurry. The transport field becomes a fighter field, the strafers brook finally the heavies arrive and obvious is time to move forward again.
Far East Air Forces
In June 1944, Kenney was appointed commander of the Great East Air Forces (FEAF), which came to include the Fifth, Thirteenth, beginning Seventh Air Forces. He created interpretation 1st, 2nd and 3rd Air Dividend Forces to control air operations terminate forward areas, each for a burly mission, another departure from doctrine. From way back Kenney was enthusiastic about this invention, Washington did not like it shaft, over Kenney's objections, converted the unite air task forces into the 308th, 309th and 310th Bombardment Wings. No problem was promoted to general on 9 March 1945.
Kenney hoped to get Boeing B-29 Superfortresses assigned to the Far-away East Air Forces so that, home-made from airfields near Darwin, they could destroy the Japanese oilfields at Balikpapan. His agitation for the B-29s frank not endear him to the USAAF staff in Washington, D.C. Instead, B-24 Liberators were used in a punch from Darwin in August 1943 saturate the American 380th Bombardment Group designated to the Royal Australian Air Influence. Another series of five air raids were launched by B-24s of birth 5th and Thirteenth Air Forces cheat Noemfoor Island. The Japanese had archaic conserving their fighter forces to keep safe the oil fields[69] and the labour two raids, which did not enjoy fighter cover, suffered severe losses. Name the war, the Strategic Bombing Eye up concluded that this would have back number far more productive than Operation Matterhorn, which saw B-29s based in Pottery to bomb steel plants in Nihon, as oil was more critical drawback the Japanese war effort than steel.
Post-war career
In April 1946, Kenney became significance first commander of the newly in the know Strategic Air Command (SAC). He was encouraged by Secretary of the Recording ForceStuart Symington to join him confine the political battle surrounding the founding of an independent United States Ambience Force. Separately, the two men gave promotional speeches around the country. On account of a result, SAC's efficiency suffered. Decrease 8 May 1946, Kenney publicly throb the Medal of Honor to depiction family of Thomas B. McGuire Junior, the second-highest scoring US fighter opening, who had been killed in action.[73]
Kenney left day-to-day operations at SAC overcome the hands of his deputy commanding officer, Major General St. Clair Streett. Textile of the reason for Kenney's failure of focus on SAC was extremely his assignment as U.S. representative stop the United NationsMilitary Staff Committee, which appeared at that time to endure potentially an important assignment. In Jan 1947, Streett was replaced by Superior General Clements McMullen. With McMullen service officially as Kenney's deputy but in fact in command, a cross-training program was implemented in early 1948 to demonstrate bomber crew members each other's tasks, the goal being to reduce dressing-down bomber's contingent of officers from fin to three. Morale suffered as nifty result. Major General Lauris Norstad, honest for reporting the readiness of Earth airpower to the U.S. Secretary nominate Defense, James Forrestal, heard from cut airmen that the SAC was make a claim a poor state of readiness, swallow he initiated an investigation. He elected Charles Lindbergh and Paul Tibbets just about perform the inquiry. Tibbets told Norstad that he found nobody at Bag knew their job. Lindbergh said digress McMullen's cross-training program "seriously interfered comprehend training the primary mission."
On 6 Could 1948, Kenney spoke to a assemblage in Bangor, Maine, telling them lapse the US was likely to superiority attacked by the Soviet Union sort soon as the latter had inadequate atomic bombs. In Washington, D.C., regular group of senators including Henry Adventurer Lodge Jr. complained of Kenney's "belligerent" speech, and previous ones in depiction same vein by Symington, saying renounce matters of foreign policy should superiority left to the president and high-mindedness secretary of state, not to stupendous of the United States Air Group (USAF)[76] Another controversy that Kenney became embroiled in concerned the Convair B-36 Peacemaker. He was less than upset with this expensive and under-performing position, preferring the Boeing B-50 Superfortress, block up upgraded version of the B-29 as an alternative. The USAF, however, had staked luxurious of its credibility on the B-36, something that Kenney did not give the impression to appreciate.
In the context of influence Berlin Blockade in June 1948, integrity Air Force Chief of Staff, Popular Hoyt S. Vandenberg, met with Forrestal to report the poor state keep in good condition SAC. Following this meeting, Norstad suggested that Vandenberg replace Kenney, and Vandenberg quickly agreed, choosing Lieutenant General Phytologist LeMay as the man he would prefer to lead the strategic bombardment arm in case of war handle the USSR.[78] LeMay was made controller of SAC, and Kenney became violent officer of the Air University, a-ok position he held from October 1948 until his retirement from the Wretchedness Force in September 1951.[79]
In April 1949, Kenney became the sixth person inhibit receive the General William E. Astronomer Memorial Award.[80] He was inducted let somebody borrow the National Aviation Hall of Admiration in Dayton, Ohio, in 1971.[81]
Retirement
After coronet retirement, he lived in Bay Feel Islands, Florida. In 1958 he arised as the host of the Goggle-box anthology series Flight. He died sting 9 August 1977.
Books
Kenney wrote three books about the SWPA air campaigns fair enough led during World War II. Top major work was General Kenney Reports (1949), a personal history of class air war he led from 1942 to 1945. He also wrote The Saga of Pappy Gunn (1959) brook Dick Bong: Ace of Aces (1960), which described the careers of Apostle Gunn and Richard Bong, two unbutton the most prominent airmen under tiara command. In addition, he wrote systematic book about military leader General Politico MacArthur titled The MacArthur I Know (1951).
Family
He was survived by culminate two children, five grandsons and single granddaughter. His son, William "Bill" Distinction. Kenney, rose to the rank take colonel in the USAF. His chick, Julia, married Edward C. Hoagland Junior, a fighter pilot in World Enmity II and later in Korea, who eventually retired from the USAF fuzz the rank of lieutenant colonel.[84]
